Sturgeon County Council Recap: April 8, 2025

Here are the highlights from Sturgeon County Council’s regular meeting on April 8, 2025.

PROCLAMATIONS 

Council proclaimed April 12 & 13, 2025 as Get Outdoors Weekend in Sturgeon County. 

Council proclaimed April 27 – May 3, 2025 as National Volunteer Week in Sturgeon County. 

Public Presentation – Alberta Forest Products Association Presentation 

Council received the Alberta Forest Products Association Presentation as information and  authorized the Mayor to send a letter of support to the Alberta Forest Products Association in support of their advocacy efforts as outlined in their presentation. 

Public Presentation – Morinville Colony Presentation – Permit Fees Refund Request 

Council received the Morinville Colony Presentation and will consider the information presented to make a decision at a future Council meeting.   

Public Hearing – Bylaw 1672/25 – Amendment to Land Use Bylaw 1385/17 

Council held a public hearing for Bylaw 1672/25 which proposes to amend the definitions and regulations pertaining to Data Processing Facilities within the County.  

Bylaw 1672/25 – Amendment to Land Use Bylaw 1385/17 – Data Processing Facility 

Council gave second and third readings of Bylaw 1672/25 to amend the regulations associated with the Data Processing Facility use and to change the same use from discretionary to permitted within the I5 – Heavy Industrial District.  

Bylaw 1669/24 – Amendment to Land Use Bylaw 1385/17 

Council considered second reading of Bylaw 1669/24. Council did not support the motion to allow the redistricting of 56510 Range Road 262 from Agriculture District to AG2. The rezoning proposal would have allowed for the development of a community event venue on the applicant’s land.  

Starkey Hills Outline Plan – Council Resolution 

Council did not support a motion to approve the land use concept for the Starkey Hills Outline Plan which would facilitate the development of approximately 39.20 hectares of River Lot 63. The County’s Sturgeon Valley Core Area Structure Plan (ASP) identifies this parcel of land as ‘Valley Core Reserve.’ 

2025 Subsidized Dust Suppression Program 

Council approved  Sturgeon County’s 2025 Subsidized Dust Suppression Program. This program fully subsidizes dust suppression treatments for residents living in certain locations of the County. A separate series of locations were additionally identified for the full dust suppression treatment subsidy for the 2025 year, at an additional cost of $33,040 (which will be covered by the County’s 2025 regular budget). 

In other areas of the community, a grant subsidy of $205 per residence for dust suppression treatments is applied. 

Sturgeon County’s Dust Suppression Policy specifies that responsible party(ies) will be required to provide dust control to accommodate residents that are located along a designated haul route. 

Bylaw 1671/25 – 2025 Taxation Rates  

Council gave first, second and third readings of Bylaw 1671/25 to authorize taxation rates to be levied against assessable property within Sturgeon County in 2025. Based on favorable assessment results, strong tax revenue, and the projected 2024 operating surplus, the bylaw represents a 0.00% increase to the municipal portion property taxes in 2025. 

Municipal Tax bills include the collection of education requisition amounts set by the Government of Alberta (collected by municipalities and forwarded to the province each year). The province has increased education requisitions in 2025. 

Confined Feeding Operation 

Council supported a motion for the Mayor to send a letter to the Natural Resources Conservation Board indicating opposition to a proposed change to a confined feeding operation located on SW 12-55-27-W4M due to concerns around proximity to residents/school and environmental considerations. 

COMMITTEE OF THE WHOLE 

Edmonton Regional Airports Authority Presentation 

The Committee received the Edmonton Airports Presentation as information. 

COUNCIL CORRESPONDENCE

Letter from the Honourable Joseph Schow, Minister of Tourism

The Committee received a letter from the Honourable Joseph Schow, Minister of Tourism encouraging a submission of bid to host either the 2028 Alberta Winter Games or 2028 Alberta Summer Games.

At Sturgeon County, before Council gets public feedback on a proposed land use bylaw amendment, it gives the proposed bylaw first reading. This does not mean Council supports the bylaw; this allows the proposed bylaw to go to the next stage of the bylaw process, which is gathering public input. 

Public hearings, along with other public notices, are promoted on the public notices page on the Sturgeon County website as well as in local newspapers, on social media, and on road signs in accordance with the new Sturgeon County Public Notification Bylaw

Public hearings are open to any members of the public to view or provide input. 

Viewing the public hearing: You can view the hearing in-person or via livestream at sturgeoncounty.ca/CouncilMeetings 

Making a written submission: you can provide a written submission by email up to the close of the public hearing. 

Speaking at the public hearing: you can provide a statement at the public hearing in person or via videoconference. You are encouraged to pre-register to speak in-person at the public hearing. If you wish to speak via videoconference, you must register at least 24 hours prior to the opening of the public hearing. Register by contacting Legislative Services at 780-939-8277. 

When considering public input, Council considers how and to what degree the person is impacted by the proposed amendment.  

Sturgeon County offices will be close Friday, April 18 and Monday, April 21 for the Easter weekend. Offices will re-open for regular business hours on Tuesday, April 22 from 8:30AM - 4:30PM.
